Background of the Study

The extractive industry is a critical sector of Nigeria’s economy, contributing significantly to revenue generation and employment. However, the sector is plagued by issues of corruption, lack of transparency, and weak accountability mechanisms, which undermine its potential for sustainable development (Bello & Adeola, 2023).

In Kebbi State, where extractive activities play a significant role in the local economy, stakeholders have raised concerns about the sector's governance practices. Transparency and accountability are essential for ensuring that revenues are effectively utilized and that communities benefit from extractive activities (Musa & Bello, 2024).

This study assesses the state of transparency and accountability in the extractive industry in Kebbi State, focusing on challenges and potential solutions.

Statement of the Problem

Despite efforts to improve governance in the extractive sector, challenges such as opacity in revenue reporting, lack of community involvement, and weak regulatory enforcement persist in Kebbi State. These issues contribute to resource mismanagement, community unrest, and environmental degradation (Oluwaseun & Chukwu, 2024).

This study seeks to assess the current state of transparency and accountability in the sector, identify barriers, and recommend strategies for improvement.

Objectives of the Study

  1. To evaluate the level of transparency in revenue reporting and allocation in the extractive industry in Kebbi State.

  2. To assess the effectiveness of accountability mechanisms in the sector.

  3. To recommend strategies for improving transparency and accountability in the extractive industry.

Research Questions

  1. What is the level of transparency in revenue reporting and allocation in the extractive industry in Kebbi State?

  2. How effective are the accountability mechanisms in the sector?

  3. What strategies can improve transparency and accountability in the extractive industry?

Research Hypotheses

  1. Transparency in revenue reporting does not significantly affect governance outcomes in the extractive industry.

  2. Accountability mechanisms do not significantly influence the sector's performance.

  3. Existing governance practices are sufficient to ensure transparency and accountability.

Scope and Limitations of the Study

The study focuses on the extractive industry in Kebbi State, assessing transparency and accountability practices. Limitations include access to sensitive data and the potential influence of political interests on responses.

  • Transparency: The extent to which information is made available and accessible to stakeholders.

  • Accountability: The obligation of individuals or organizations to explain and take responsibility for their actions.
